Delhi odd-even formulae still a chaos

Delhi Chief Minister Arvind Kejriwal may have proposed a date to implement odd-even formulae, but this doesn’t seems as easy as it sounds. Delhi Police is still waiting for a draft to bring action plan for successful implementation.
