Can the new proposed Juvenile Act will have any impact?

The release of the youngest convict in 16 December gangrape case has created uproar in the nation. Today, the both the Houses can pass a Bill which can change the face of the judicial system in the country. But one thing is sure, if the Juvenile Bill passes it will have no impact on the released convict.
