The Harish Rawat government will face a litmus test today as he has to prove his majority in the Uttarakhand Assembly after SC order. Nine rebel MLAshave been debarred by the Apex Court giving it a narrow edge in numbers. Both BJP and Congress are claiming their victory. In a 70-member Assembly, Rawat needs to get 31 votes after 9 MLAs were disqualified.

To ensure a smooth functioning of the floor test that is to be conducted today from 11 am to 1 pm, all legislators and officials have been barred from carrying mobile phones to the House during the crucial floor test.

No vehicles will be allowed to enter the Assembly premises and all MLAs, including the Speaker, will have to walk down to the House from the main gate.
