Delhi Chief Minister Arvind Kejriwal on Sunday released ‘Guarantee Card' ahead of upcoming Assembly elections and promised 24-hour pure piped drinking water to each house in the next five years and free public travel for students along with continuing the ongoing subsidy on electricity ad water. He also assured parents that as long as his "honest government" is in power in the national capital, no private school will be allowed to arbitrarily increase fees.

"As long as there is an honest government in Delhi, parents need not worry. No private school in Delhi will be allowed to arbitrarily decide its fees. Like the last five years, we will continue to control the fees," Arvind Kejriwal said in a tweet in Hindi.

In April 2018, the Delhi government had issued a circular prohibiting private unaided schools functioning on government land from hiking tuition fees without the approval of the Directorate of Education.

Later in May that year, the government also directed 575 private schools to refund the excess fees charged - between June 2016 to January 2018 - with 9 per cent interest.

Kejriwal promises to reduce air pollution in Delhi

Kejriwal has promised 10 "guarantees", including a promise to reduce air pollution in Delhi by three times. "We will plant more than two crore trees to make Delhi green," the card reads.

It also mentions free electricity for up to 200 units. "The city will be freed from the web of wires and electricity will reach each household through an underground cable," the guarantee card says.

Kejriwal promised a world-class education facility for each child in Delhi. He also promised better health facilities for all in the city.

The guarantee card promises the "biggest and cheapest" transport facility for the city. "More than 11,000 buses and 500-kilometer Metro stretch in the city," he promised.
