The Election Commission on Sunday shunted DCP (south-east) Chinmoy Biswal, citing "ongoing situation" in the area, which saw two firing incidents -- one outside the Jamia Millia Islamia University and another near Shaheen Bagh -- in three days.
"As decided by the Election Commission, this is to convey that Chinmoy Biswal IPS (2008), DCP (South-East) stands relieved from his present post with immediate effect and shall report to the MHA. In view of the ongoing situation, Commission directs that Kumar Gyanesh, DANIPS (1997) Senior most Additional DCP (South-East) shall take charge of DCP (South-East) immediately from Chinmoy Biswal," the commision said in a statement.
A 2008-batch IPS officer, Biswal after passing out from the National Police Academy, Hyderabad, was trained in Delhi and later posted as the Assistant Commissioner of Police in East District for the Commonwealth Games 2010.

He was also posted in Andaman & Nicobar Islands in December 2010 as an Assistant Superintendent of Police. In the beginning of his career in the islands, Biswal handled the high profile CBSE question paper leak case as an investigating officer.
Biswal was also conferred with the Lt Governor's commendation certificate on January 26, 2012 for commendable performance as a police officer.
Biswal and the police were criticised after a person fired from a pistol on a group of anti-Citizenship (Amendment) Act protesters in the area on Thursday, injuring a student of the Jamia Millia Islamia University.
On Sunday, a court in Delhi sent Kapil Gujjar, arrested for firing in the air at Shaheen Bagh area during the protest, to a two-day police custody.

Kapil was produced before Additional Chief Metropolitan Magistrate Vijeta Singh Rawat.
On Saturday, he had fired two rounds in the air at Shaheen Bagh, where anti-CAA protests are being held for over a month now.
After being overpowered by police personnel, Kapil had chanted "Jai Shri Ram" and said, "hamare desh me aur kisi ki nahi chalegi, sirf Hinduon ki chalegi (only Hindus shall have a say in our country, no one else)," as he was taken into custody by the Delhi Police.
This was the second such incident reported from Shaheen Bagh in a span of three days.
