According to the order, all the administrative secretaries shall remain available at Srinagar on the appointed day.

The Jammu and Kashmir government has asked all Administrative Secretaries to be available in Srinagar on October 31 for the formation of Union Territory of Jammu and Kashmir, and Union Territory of Ladakh. The order was issued by the state General Administration Department on Friday. It comes just days before of the 'darbar move' in Jammu and Kashmir.

The 'darbar move' is shifting of the capital during which the secretariat and all other government offices of the Jammu and Kashmir are shifted after every six months. This unique practice has been in trend since the time of the Maharajahs. Under this system, all administrative things are run from Srinagar till late October and move to Jammu in the first week of November.

This time, it will coincide with the date when the new UT of Jammu and Kashmir will come into effect.

"Attention of all the Administrative Secretaries is invited towards the 'appointed day' for the formation of Union Territory of Jammu and Kashmir and Union Territory of Ladakh as per the provisions of the Jammu and Kashmir re-organisation Act, 2019, that is October 31, 2019," reads the order issued by the General Administration Department.

"Accordingly, it is impressed upon all the Administrative Secretaries that they shall not move outside the state during the transit days of Annual Darbar Move in October-November, 2019. Further, all the administrative secretaries shall remain available at Srinagar on the appointed day," it added.

The Central government had on August 5 scrapped Article 370 of the Indian Constitution that gave special status to Jammu and Kashmir and also bifurcated the state into Union Territories of Jammu and Kashmir (with Legislative) and Ladakh (without Legislative) as per the provisions of Jammu and Kashmir State Reorganisation Act, 2019.
