Winter session of Parliament begins Monday

Parliament Winter Session Day 1, Live: The situation in Jammu and Kashmir, economic slowdown, unemployment and the government's plan to bring the Citizenship bill are some of the issues which are likely to emerge as flashpoints between the opposition and treasury benches in the Winter session of Parliament beginning Monday.

Besides the passage of the Citizenship (amendment) bill, the government also plans to convert two crucial ordinances into law during the session. One ordinance reducing corporate tax rate for new and domestic manufacturing companies to arrest slowdown in the economy and boost growth was issued in September to give effect to amendments in the Income Tax Act, 1961 and Finance Act, 2019. The second ordinance, also issued in September, banned sale, manufacture and storage of e-cigarettes and similar products.

This is the second Parliament session of the BJP-led NDA government which returned to power with a greater mandate in the Lok Sabha elections. This session is historic as the 250th Parliament session of the Rajya Sabha.

"Today I want to appreciate two parties, NCP and BJD. These parties have strictly adhered to parliamentary norms. They have never gone into the well. Yet, they have raised their points very effectively. Other parties including mine can learn from them," PM Modi said. 

Quoting Atal Bihari Vajpayee, PM said, "Rajya Sabha is the second House not the secondary House. It should remain the supportive house."


Prime Minister Narendra Modi said there should be always be productive and high quality debates in the house.

PM Modi is now speaking in Rajya Sabha during discussion on 250th session of the house. 

Marshals, often seen with the chairpersons of Lok Sabha and Rajya Sabha, made a stunning debut in new military-inspired uniforms on the first day of the Winter Session of Parliament on Monday.

The Rajya Sabha will have a special discussion marking the 250th session of this august House. PM Narendra Modi will be speaking in the House at around 2 PM.

Earlier, after Shiv Sena staged walk-out of Lok Sabha over farmers' distress in Maharashtra, Congress and National Conference leaders walked out of Lok Sabha over the issue of Jammu and Kashmir lockdown and detention of its leaders.


Earlier, this morning, Union Minister Prakash Javadekar arrived in an electric car and says, "Government is gradually switching to electric cars as they are pollution-free. I appeal to people to contribute to fight pollution. Start using public transport, electric vehicles etc."

Adhir Ranjan Chowdhury also raised the issue of withdrawal of SPG cover of Sonia Gandhi, Rahul Gandhi and Priyanka Gandhi Vadra. 

Congress MP Adhir Ranjan Chowdhury in Lok Sabha: "It has been 108 days today since Farooq Abdullah Ji was detained. Yeh kya zulm ho raha hai? We want that he should be brought to the Parliament. It is his constitutional right."

Students from Jawaharlal Nehru University will today march towards Parliament to protest against the hostel fee hike. The union said it will be a march to save public education and appeal to MPs to take up the cause.

PDP MPs in Rajya Sabha, Nazir Ahmad Laway and Mir Mohammed Fayaz, arrived with posters demanding the restoration of special status to Jammu and Kashmir. 

Congress party has given Adjournment Motion Notice in Lok Sabha over "instability in Jammu and Kashmir post abrogation of Article 370".

"It is incumbent upon the govt to run the House smoothly so that Opposition parties will be able to express their views, articulate their opinion in an appropriate manner. This is the essence of Parliamentary democracy, " said Chowdhury.

TMC has given Adjournment Motion Notice in Lok Sabha over detention of National Conference leader Farooq Abdullah.

Prime Minister Narendra Modi: "We want frank discussions on all matter. It is important that there should be quality debates, there should be dialogues and discussions, everyone should contribute to enrich the discussions in the Parliament."



Home Minister Amit Shah arrives to take part in the Parliament session.



"In the past few days I had the opportunity to meet leaders of almost all political parties. The last session was phenomenal due to the support of and active participation all MPs, that is an achievement of not only the govt or the treasury bench but the entire Parliament," PM Modi said. 

Prime Minister Narendra Modi said, "This is the last Parliament session of 2019. It is very important because this the 250th Parliament session of the Rajya Sabha. During this session, on 26th, we will observe the Constitution Day - when our Constitution completes its 70 years."

PM Narendra Modi talked to media before the start of the Winter session of Parliament. "We are open to discussions on all issues," he said. 

The session will begin with obituary references former Union ministers Sushma Swaraj, Arun Jaitley and Ram Jethmalani. It will also pay tributes to Gurudas Dasgupta, a former member of both the Houses who died on October 31.

As per the PRS Legislative Research, about 35 legislations, including the crucial Industrial Relations Code, will be taken up during the session.
